Can an older version of Microsoft Publisher be loaded on to a new computer that has Windows 7?
If it is a retail license, then yes, you are allowed to uninstall it from one machine and install it onto another.
A Retail license of Office also allows you to install it on 1 PC and on 1 mobile device (laptop/netbook/tablet) of the main user of that PC. For additional PCs you'll require additional licenses.
The only exception is the license for the Home and Student suite of Office This single license allows you to install it on 3 PCs within the same household.
OEM licenses are tied to the computer you first installed and activated it on. They are not transferrable and do not allow you to install it an additional machine.
