I get the same "Cannot open output file" messages too when i tried to extract my files under "Program Files" folder.

But it worked perfectly fine when i tried extracting the files in the same folder:

Click on "Extract Here" will do.

WinRar will extract files from ISO, but alternatives include writing the ISO (a disc image) to disc using software such as the excellent ImgBurn or the simpler to use CDBurnerXP (probably not a bad plan given the frequency with which people come here to complain they have lost the installation files), or you could mount the ISO as a virtual disc using software such as PowerISO.
